Subject: - Registration of domestic servants / private employees/plumbers/chowkidars etc. and verification of their character and antecedents.

Introduction: A large number of migrant labourers come to Kangra District in search of employment. In addition, many people employ locals and outsiders as chowkidars, servants, casual labourers, etc. Crime committed by this class of population in the District constitutes a fairly significant proportion of the total crime registered in the district..
 

One of the main reasons for this is the dubious character and have previous criminal record of persons. The employers in many cases have no idea about this background/character. They employ them at times without anybody's recommendation and without knowing anything about them. To identify such bad elements it is necessary verify the character and antecedents of all the domestic servants, private employees, migrant laborers, chowkidars, etc. It would help the local police greatly if previous convicts, suspects and other shady characters among such floating population are identified.

Recently some migrant labourers and domestic servants have been found responsible for even heinous crimes like murders and rapes. In spite of our advising the public through the press, during meetings, through cable TV, etc., the response has not been very encouraging. There are instances where complete strangers have been accepted as domestic/private servants, labourers, and casual workers employed by Tent Houses and Halwai Shop etc. In many cases the employers cannot even produce the photographs and addresses of such persons.


All residents are therefore strongly advised to get the characters and antecedents of outsiders employed by them verified through the nearest police station or police post.
